Halteman Village Neighborhood Association, Inc. (HVNA) is a 501(c)(3) nonprofit charitable organization representing property owners and current residents of Halteman Village, Norwood, Norwood-Hall and Vienna Woods neighborhoods within the Muncie city limits.
Membership in Halteman Village Neighborhood Association is open to all residents, property owners, and holders of a business license located within the defined neighborhood association boundaries.
HVNA efforts are primarily focused on development and revitalization efforts to improve the quality of life for our residents and the Muncie community as a whole.
Mission

To enhance the livability of the neighborhood and Muncie by establishing and maintaining an open line of communication among the neighborhood, government agencies and other neighborhoods and nonprofit organizations.

To cooperate with and assist individuals, groups, governmental bodies, officials and employees of governments to carry out the purposes of the Corporation and to cooperate with other educational, cultural, civic and philanthropic organizations or individuals who are interested in the improvement of Halteman and Norwood Neighborhoods.

To facilitate community problem solving and encourage informed input on issues affecting the Halteman Neighborhood, surrounding neighborhoods and Muncie as a whole.

To provide an open process by which all members of the neighborhood may involve themselves in the affairs of the neighborhood.

To solicit and accept endowments, grants, contributions, and donations of money, real property or other property for the aforementioned purposes.

Other objectives as are approved by the Board of Directors (Board) or membership.
